SCHA Design Review Committee
The goal of the SCHA Design Review Committee (DR) is to review proposed construction projects to ensue that the beauty and integrity of our neighborhood is maintained. We serve as a forum for neighbors to address their concerns to the planning department both on specific projects and on the overall process. Our approach is not anti-development, but rather pro-responsible development. An important guide in this process in the Environmental Impact Report (EIR) and Shepherd Canyon Corridor Plan approved by the City of Oakland in 1975 as the basis for neighborhood development. Shepherd Canyon Scenic Route Signs [Narrative]
The Shepherd Canyon Corridor Plan and EIR established a requirement for signs to mark the Shepherd Canyon Scenic Route established in the EIR. This project finally fulfilled that requirement.
Shepherd Creek Trail
The Shepherd Canyon Corridor Plan and EIR established a requirement for two major trails in the neighborhood plan. One of them, the well known Railroad Trail, was implemented. The second, the Shepherd Creek Trail has not yet been implemented.

Blocked Public Access Behind the City Corporation Yard [See photos]
The Shepherd Canyon Corridor Plan and EIR established a requirement to maintain public access to the path behind the corporation yard to the Railroad Trail. “in no way should conventional use of the trail be abridged.” EIR Page 23. However in recent years, the city has used its sparse funds to block access with gates, two separate times.
City Corporation Yard Architectural and Vegetative Screening [See photo]
The Shepherd Canyon Corridor Plan and EIR established a requirement at the city corporation yard (now across from the fire station) that “a combination of landscape and architectural screening should be installed to reduce the visual intrusion”. EIR page 23.

In recent years, the city built a new building in the corporation yard. They went through the proper Shepherd Canyon S-10 design review process for one building, and then built an entirely different building pictured with no permit, pictured above

Environmental Impact Report [PDF version]
The above two documents together comprise the Shepherd Canyon Corridor Plan (SCCP) and Environmental Impact Report. The SCCP was distributed as the draft EIR, and based on public comments and hearings was adopted with modifications indicated the Final EIR Staff report August 27th, 1975. As adopted, the SCCP and EIR constitute the Specific Plan for Shepherd Canyon, a part of the Oakland General Plan. The City of Oakland was the lead agency in preparing this EIR. The EIR was unanimously adopted by the Oakland Planning Commission and City Council. Assembly Bill 3180 require lead agencies who adopt an EIR to track the mitigations measures adopted in an EIR.
Planting of Trees to Screen Parking Lot [See photo]
As part of the recent parking lot expansion design review we defined a requirement to plant trees to screen the view of the parking lot. While we helped initiate this project for traffic and pedestrian safety reasons, may neighbors also expressed concern that this area is in a location zoned as open space resource conservation area. As they grow, these trees will help provide visual screening. The tree were dedicated to the 4 Fallen Oakland police officers in early 2009.
